The first is an ER16 machine from little machine shop. the plusses seem to be a slightly bigger table on Y and it is capable of a higher RPM, which might matter because it will at times cut plastics.

The small Chinese machines (even my LMS minimill) are basically kits that you tweak to get the accuracy and functionality you want. Not much help, sorry.
